I just want 2 know whether it is possible to get a obtain a contract
with a publisher even if i'm only one who is designing and developing the game
with outsourcing of artwork?

I think if you just went up to a major publisher and tried to pitch that then they would just boot you out.
However... if you had a good quality demo and an equally good plan with the option of hiring a team then probably not again... but hell, its worth a try!

Are you looking into AAA publishers? Do you know that AAA titles take hundreds of people to make nowadays? If you are looking at Casual game publishers, like Oberon (http://corp.oberon-media.com/), or into portals, they won't want to know how many people are in your team, they will want to see a playable demo and take it from there. It doesn't need to be finished entirely because they most likely will ask you to change stuff anyways, esp. if it's your first title.
One thing to be aware of, is that art and programming are both careers unto themselves, rarely will someone to be both at a professionnal level.
