Sounds good. Remember that the goal is not to make an unbeatable AI (which is rather easy in a FPS), but to make one that is enjoyable and believable. Thus when comparing results, you should include playtest with live players.

There is a lot to consider in GOAP, especially the method of space search (backtracking, forward, both way, contraints posting), as well as knowledge representation. You should have enough for a couple of years of fun :)
