Well, you could make a game like the newer version of "NARC", where the drugs are just powerups. But NARC sucked super hard, so maybe it isn't the best role model.
naa its not gonna be like narc (taking drugs will make units act more irregual, mistake friends for foes etc), its gonna be more like, ... age of empires.
Instead of mining gold, you sell drugs and guns
Instead of mining stone, you ambush money tranports
Instead of chopping trees, you run clubs
instead of farming food, you blow up food factories
Instead of worker-rushing you destroy your rivals reputation by gunning down his customers.
Instead of elephant counter, you bribe the local police station
The list just goes on...
Actually its gonna be rts-isometric, otherwise its not very similar to age of empires. The drug-thingy is only one part, and im better informed on that part now.

Well the textures were created from photos, but it's composed real-time inside my game. The scale starts empty and you can pile more drugs on using a slider bar (it shows you the weight on the scale). Whenever the weight changes, I compute a new 'random' pile of that size. This creates an interesting effect, and also gives the impression that the pile is growing as you add more drugs to the scale.
