2d water, radial blue etc...?

Okay, i want to do a sort of water effect, (like the unreal tournament water) im not quite sure where to begin and how though, anyone got any pointers and/or tips, suggestions etc? Oh and while Im at it I might aswell ask if someone got a nice tutorial on how to do a "radial blur" effect in opengl? And anyone know a good 3ds loader? *phu* thats all for now, i promise Thanks. i believe the UT is not realtime procedural water.
