How to start and stop dance-pop song

I have a loop that plays a somewhat elaborate chord progression and bass line and drums. How do I lead up to it and end it? I don't know. I had an idea that I could start with just the chords and hi-hat cymbal but I have no idea how to continue it into a song. I'm not worried about the melody (or lack of it) at this point. Sure. I went and found an mp3 of that "What is Love" song and compared the two and while aspects between the two are similar, your loop is different. Yours goes up in pitch when the other goes down at a few key points.
