A while back i ran into a GIMP plugin that lets you take an image and create a repeated image with it. It was very promising, but it lacked the ability to make seemless tiling images (for use in game textures and webpage backgrounds). I ran the idea across the author and many months later (just recently) i received an email from him saying that a new version came out which lets you make tileable images.
