Licensing to make games on consoles
How would one go about getting a license to develope on game consoles?

Buy the SDK, or download the "free" 3rd party ones that some consoles have (GBA among others)
You have to get a developer license from the console company.
To be licensed you have to prove that you are an experienced game developer, and/or
your company is financially stable.
You have to submit a product proposal (documents and demos).
You then have to buy all the development kit which costs in the region of $10k per seat.

once you got under your belt... then I think it'll be easier (just a hunch).
