Decoding MP3s

Is there any way to decode MP3s. Not using DirectX or windows API would work the best becuase I need to play MP3s in a game on the Pocket PC.
So far the only way I would know of is using FMOD as your main sound library. But I do not think this is what you are looking for since it costs quite a bit. So the other chocies are to write your own. However, since you are working on a PocketPC, I do not know how possible it is to write an efficient enough decoder. I think then FMOD would be the best chocie for you for it has optimized versions for PocketPC.

Electronic Cosmo has a great freeware encoder/decoder that supports multiple input/output bit rates and depths. i use it all the time. also, for something with more heft (with a matching price tag), Sony's Sound Forge (the latest version is 7.0 i believe) will do the same thing with waveform editing as well.
