check out the opengl ARB meeting notes , development for gl hasnt stopped in fact its accelerated.
openML is in way a replacement for openGL

i thought opengl development was continuing - i think win98/NT has v1.1 and v1.2 is found on win2k.... also, i think 1.2 supports 3d textures etc and is fully hardware accelerated in the vpro graphics cards from the nvidia/sgi partnership

No, win2K doesn''t have OGL 1.2 yet.
Maybe it''s included in the second service pack (I hope...)
