Hmm dont know if it sounds any good, but maybe planets at that time ar unstable and it needs special buildings that maintain the balance of energly flow and such of that planet, to keep the planet at ease. Keep it from going all BOOM and all ;) ?
Leather Coat Factory

Black leather trench coats are a must have of the future. This can been seen in most Futuristic Sci-Fi Movies (starting with of course The Matrix). Since leather coats are in such high demand, then there will need to be an entire factory in order to meet the demand.

Population:
Decrease unrest citywide
Increase unrest in nearby area due to smell and screams emmenating from within.

Faction:
Increase popularity and wealth of faction in control.

RPG effect:
Easy one, you can get a leather coat.
Or you can have that extra livestock from Rigel 4 made into coats.

Street Corner Lamppost

Allows people to see in the dark. Limited visibility radius.

EFFECTS
-Lowers unrest within the three-meter circle of the lamppost.
-Lowers crime within the three-meter circle of the lamppost.
-Increases your Sims' Room rating when nearby.

COST
Three hundred thousand yen. (The Japanese won the bidding war.)

UPGRADES

-Head In a Jar: Doubles Room rating boost. (Free, but requires your police to kill a civilian first. Very unfriendly.)

-PANICBUTTON(tm): Lowers crime within a staggering five-meter distance of the Street Corner Lamppost. (Ten thousand yen.)

Side note- I think that having both unrest and happiness is redundant. There is little unrest if people are happy, and little happiness if people are rebelling.
The Sewer System of Doom

A massive network of pipes that run underneath the city designed to move waste to the proper waste processing facilities. Unlike the primitive sewer systems of the 21st century that only carry bodily waste, theres suckers carry away ALL waste. Excrement, garbage, outdated computers, pets you don't want anymore, broken down robots, hazerdous chemicals and nanotech from industrial factories... anything! Waste enters into the sewer from all manners of plumbing and refuse bins.

The sewer systems pipes vary in size but all smaller pipes eventually lead to the Main pipes which are about twenty feet in diameter to allow all manner of objects to pass through. However, the pipes make good homes for freakish monsters, renegade robots, murderous crimminals, and shady television talk show hosts. The pipes also weave about to form a strange labyridth-like maze designed specifically to keep the abovementioned monsters lost forever.

Unfortunatly, when the monster population reaches a certain point then they all pour out and rampage across the city.

Population-
Increases cleanleness and reduces polution
increases crime (from thugs using sewer as hideout)

Faction-
can dispose of "evidence" quickly
can use sewer as lair or path into another area of the city undetected

RPG-
Can explore the sewer like a dungeon
can find "treasure" (an unused excercise machine?! Sweet!)
can deal with blackmarket
can fight monsters
Wow, thanks for the great feedback (as usual)! I realize I should have asked for how important / costly the facility was rather than points, which have no meaning (but oh well...)

Stabiliser core: A mammoth 50m high and 5x5m wide styrosteel pylon that is driven deep underground and serves to dampen violent earthquakes either natural or caused by "quake" bombs deployed by rebel or terrorist forces. Also serves to Stabilise the Quanta-Fusion process (as explained below) by absorbing the various strange particles attracted by it.

I'm thinking this pylon would actually have mile long spikes radiating from it that absorb and focus the tectonic energy into the pylon. Maybe on geologically unstable planets this could be a power source?

Quote:

Terasail transport system: A series of interconnected tunnels and individual Terasail units provides a fast and efficient means of transport for the wealthiest and noblest citizens.

Is this sort of like an exclusive subway?

Quote:

MHJ4 Robots: Generates robotic servants for the city. Only the wealthiest of cities can afford to generate vast quantities of bots.

Productivity: All ++;
Energy requirement: Large
Resource requirement: Large

Hmmm... if robots increase productivity, I wonder if they should also increase unemployment, and therefore unhappiness?

Quote:

Biopharm: Responsible for growing more human population.

What about something like "Clone Depository?" Maybe this increases population but later also increases unrest as clones start becoming another faction.

Quote:

Icarus [unique]: A highly evolved AI mainframe responsible for research and development. Benefits science and industry. Icarus is unique meaning that only one can be built in each city.

I want to make up some excuse for why you can only have one, but can't think of one. Could it be that an Icarus has such a high power requirement that it needs its own solar mirror? Nah... Hmm...

Quote:

Quanta-fusion Chamber: Generates infinite amounts of Energy. Extremely unstable, and becomes more unstable the longer it is active. Each Stabiliser core serves to lower the probability of the Chamber imploding.

Cost: High
Energy generated: Infinite
Action: Implosion, destroys the building and the surrounding buildings.
Probability of Implosion: P(t=years,n=no. of cores) = (.9-.1n)1/t

Haha, I like this concept because it's so perverse. To keep a Quanta-fusion Chamber going you end up having to build more and more pylons. This would suggest planets studded with pylons.

How about a mix of the Icarus one per location and QFC concept: The chamber must be sunk into the core of a planet in order to provide some form of limitless energy. If the core is dead, this is a massive digging project. If the core is active, there is a chance to create volcanoes and calderas as well as losing mining rigs.

Once the Chamber is at the core it begins to syphon the rotational momentum of the planet. This increases tectonic tension and earthquakes, which require more pylons. The core itself doesn't implode, but it constantly stresses the planet over the centuries until the QFC itself collapses. (Maybe it is a caged singularity.) Upon collapse the core explodes, causing planetwide tectonic shocks.

A society that would build this would be thinking in the long view and would migrate from planet to planet, using them up as it goes.

Thanks for the boost :) . I had a more rundown version of the world in my mind than you I think, but no matter. I named the buildings very genericly, so the palisade would be The Wall of Unity if built by Big Brother (and in that case very possibly could be a nano reincarnation of our old buddy 'city wall'), or it could just be called The Toll Stations and have a whole different look and feel to it, being run by the/a industrial faction. While this might be a hard design to take on (having several models and in your case even RPG maps of each facility), I think you might have to or the world might quickly become apparent generic.

Good point. I like the Starcraft idea of mixing and matching stats to create interesting facilities that are just different enough to be interesting. So maybe one wall acts as security and defense while another serves as security and increasing corporate advertising, or whatever.

Quote:

The Drug Factory - Can be used to either 1) increase revenue++++ and crime++ and gain ability to perform subtle assasination or 2)increase revenue++ and troop recoveryrate+ and gain ability to perform and subvert subtle assasination.

The idea of drugs and modification has SO much potential (along with nanites, it's sort of a "genie in a bottle"). Maybe some events attached to this could be to increase the power and strength of a faction (super troopers) or mutate population (no idea what stat that is, but it's weird and interesting).

Quote:

The Gated Community - The Faction controlling a gated community gives all its members a 75% chance to avoid assasination. It lowers citywide crime-. It increases citywide happiness+. Loss of the gated community momentairily decreases population- and happiness--- of all allied populationgroups.

Hah, yes, a wall within a wall with security. Let's take this a step further and make it a dome. The inhabitants inside get full sensory immersion in the world they would rather be in. So imagine a pollution choked world with industrial sprawl. When you drive into the dome you get a blue sky and simulated mountains or glittering, pretty cities (including wind breezes, alternate weather, everything). The dome's civilian inhabitants rarely leave the dome and develop into insular, privledged communities patrolled by fierce guards.

[smile] Thanks again!

Alter Public Opinion - can be used to alter people’s opinions of a faction.

RPG Effect:
Mind Hack - Gather information about people by hacking into their dreams.
Personality Modification - Modify a persons personality by sending specific kinds of dreams.

NICE! I like that there's a broadcast station (which can be hit by Stupor Resistance fighters and other anti-dreaming factions). Or maybe a faction can take it over and broadcast nightmares. [grin]

How about this addition: Samsara Slum - An apartment, either government run or by a charity, filled with severely addicted Dream Vision customers. The people are now cared for by volunteers or machines in cramped, dank quarters. They can be the prey of hackers, body jackers looking to download their personality into another body, and organ merchants if crime is high.

Some societies which merge with powerful AIs but teleoperate things from their bodies would have a variant that would be clean, sterile and completely automated.

Neural Slave Pylon

The Neural Slave Pylon is an advanced form of distributed processor computer. By seizing control of part of the brain of any unprotected life form in the slave radius, it is able to link those minds together to accomplish complex computational functions. Although the effects can by taxing on the exposed life forms and leaves them some what mentally inferior during the process.

Cost: 2000 energy units

Population Effect:
Increased Unrest. – From the unwilling hijacking of minds.
Increase Risk of Sieger attack – from the large mental footprint.

Faction Effect:
Massive science bonus – from the pylons effects.
Popularity decrease – from peoples dislike of the technology.

RPG effect:
Decrease Intelligence if unprotected.

Nasty! I like it, especially if you encounter it as part of a new society you know nothing about! [smile]

Citizen's Voice - An outlet for the people to be heard. Think of it as a government-approved whining session. The ability to air their grievances, ostensibly to those in charge (not that they have to listen to them) and broadcast to their fellow citizens as well, lowers unrest somewhat. However, there is a chance that a truly persuasive speaker may appear and actually increase unrest.

This is the sort of cynical thing that I would envision an authoritarian government doing. ;)

I'm thinking Cable TV + VR Chatroom + Pheremone Broadcaster + CSPAN. Basically like sitting in the town hall in VR. Okay, that would work.

Temple of the Light - Citizens go here to pray to their favourite state-sponsored Gods or Goddesses. Gives you a boost to Citizen Control, since your priests can twist the religion in your favour. For example, you can greatly increase the size of your army by making the war essentially a Jihad.

I'd like to make this even weirder. Maybe it is a radioastronomy lab converted into a temple. Like a cosmic ouija board, the priests control which messages get broadcast to the population. The messages are ancient, and therefore in a language that only the priests claim to understand. In truth, they're simply routine communications from other star systems that they manipulate.

Darn, I wanted to work in light to make the idea of being a temple of light more important.

Augmentation Centre - Citizens go here to be augmented with all the latest neuroaccessories and physical enhancements. Some get their nerves upgraded to be capable of rapid movement, while others get their brains fitted with a larger memory bank. Still others fit themselves with hydraulic muscles, to make them capable of lifting huge things. This gives a boost to Life Satisfaction (since people love this kind of stuff) and Strength in War (since your citizens will be more capable than those of other cities).

Great, just the thing to really tick off the Body Pure factions I have in mind. [smile]

This could be made to be very flexible in that whatever new items are discovered on the RPG level update the natural stats of the NPCs you encounter. So if after selling strength enhancers you come back awhile later and everyone is stronger you know why.

EDIT: Just a thought for distinction. Your normal high-tech hospital would augment people. So what if this were a factory / hospital? It would be a highly automated facility that could perform assembly line surgery on hundreds of people at once. The use of this? When a new implant is invented people clamor to have it instantly (like the throngs waiting for Halo 2); but more practically, the government commandeers these Centers during times of war to augment draftees.
