A mid range sound effects editor
Ok, so I've read through the stickys... lots of software available.
What is a good mid range sound effects editor that is less than $500 and can modify voice, has lots of special effects that you can apply to wave files, and basically is a well made product.
My intent is to purchase some high quality sound effects and modify them if need be. Also would like to be able to modify voice recording to make them sound like a computer, or whatever.
Any recommendations would be appreciated.

Well, as for the computer voice effect, you need a vocoder. AnalogX has a simple but effective one. Download vocoder here.
Then you'll need something to record with, so check the list of software and buy a mic. Audacity is free and has quite a few effects.
Although, I'm not entirly sure what you need all this for (except perhaps the vocoder), because chances are any sound effects you buy will already be fine and not need much in the way of adjustment.
