tar command in linux

Hi, Is it possible to extract a given tar archive to a specific directory ? I have looked at the man pages and info tar and I can't find any option for this. Any ideas how it could be done ? Thanks.

tar THE_FILE
mv THE_FILES_DIRECTORY/* THE_DIRECTORY_YOU_WANT_IT_IN

?

Can't it be done with tar withour resorting to mv or cp

tar <as normal> -C /outdir
