Hi, let's suppose i have a tool oriented towards game development what is the best strategy / route to get it published by a software 'company' ? , assuming that there are very few software houses dealing with this kind of products , how can i maximize my chances to get it 'noticed' ? For the curious , the 'application' optimizes the geometry of a model and binds it to a skeleton for automatic skinning/animation using already made animation frames.
There aren't really any pur publishers as such (companies that buy and publish such tools). Most of the companies develop, then sell their own product. You only two routes to market are:
i. Self publish - set up a web site to sell your software - do the marketing.
ii. Attempt to sell it to one of the companies already selling animation software. - the problem with this is that if your product isn't already popular it wont be worth much.

I would suggest going with option one.

Or, offer it free, get it known, and put it on your resumé.
Not giving is not stealing.
You can rework your tool to work as a plugin to authoring tools (3DSMax, Maya, Softimage XSI, etc) and jump on their 3rd party program. Those programs typically include marketing and trade show opportunities, as well as on-site client demonstrations and cross-selling. It depends on how useful your tool is and how much money you are willing to invest into those programs. Kaydara started this way back in 1996 and have been very successful ever since (they have been recently bought by Alias).
