Bitmap Font to TrueType Font Converter

I'm looking for some software that will allow me to create a bitmap font and convert it to TrueType (doesn't have to be vector). I have been looking at programs like FontLab 4, and FONmaker. I assume I would need both to do what I need to do with the font. Does anyone have any information on these programs or other suggestions? The end result is I need a white font with a black drop shadow (no alpha) in TrueType format. There's not a lot of selection out there for fonts that meet those requirements (I'm open to suggestion there too), so I'm looking into a way to quickly generate my own. Thanks for any help in advance!

Just wondering why u want to do this, im new to font engines and i started with separate textures for each letter etc, now i have it all on one big texture, do you do that?

I do use bitmap fonts too.

And if you don't want anyway - try google search.
