The best terrain heihtmap editor?
I'm ever so tempted to say "Gimp" - but of course the standard version only does 8-bit.
I believe "Film Gimp" can do greater-than-24-bit images, perhaps 48bit colour, which would give you a 16-bit heightmap.

You'll probably get a better response in Visual Arts, so I'll move it there from Game Design.

Photoshop can work just fine for making heightmaps. You might want to work in a really big resolution first and then scaling it down to whatever you need it to be. That way you can cram more detail into it.
