Viewer Independant Env Mapping

Does anyone know of an Environment Mapping technique which is independant of the viewers movement? You see I am simulating a large area of water(an ocean and I want to use env. mapping to simulate the waves on a flat plane to keep polycounts low. The only type of env. mapping I have seen is updated while the viewer is moving, obviously the ocean does`nt stop moving when the viewer does, I need it to keep going! Any ideas?

Yep it is, environment mapping is ALWAYS relative to the viewer ( it''s simulating reflections ).
Look up bumpmapping instead.
