There are quite a lot of books out there on ANNs that come with code and sample data. One such example is Rao & Rao, C++ Neural Networks and Fuzzy Logic. Personally, I liked the book, however I have heard mixed reactions to its quality. The code isn''t too bad and it has lots of practice data!

There are, of course, many free resources on the web. Try this site for a good start!
