Legal issue for develop a game

I''m planning to develop a game, i wonder what legal issue i need to consider? And what i should do for the licence and copyright for the game?

Question :
1. Any licence required for me to use on the file Format? Like
a .WAV, .PCX, .AVI..

2. What is a legal issue that i need to do before develop a game
and after developed a game?

3. Is DirectX need a licence? Its seem free to get from
MicroSoft website.

4. How normally a game publish? A develop publish themself or
there is another ways?

I don''t know. You would need to do a search to find who owns them and then contact them to find out.

Is this for a shareware game or you want to start a company to make commercial games for console?

Ask Microsoft

Again this depends on what type of game you are making and on what format.
