Phong has a number of tutorials that might have something of interest for you. They are Photoshop specific, but you can probably adapt them to Paint Shop Pro. The manuals that come with either program should also explain how to do things.

If you''re not going to make serious use of the program, you might want to go with Paint Shop Pro because of the price, unless you can find a cheap copy of Photoshop. I think Gimp is similar to both, and it''s free, so you could try that, too.
