Question about NeHe

Hey i''ve recently started learning C++ and to keep my interest I compile some nice OpenGL tutorials from gametutorials.com and nehe.gamedev.net. Basically I wanted to know what NeHe is. I mean in some of the downloads on their site included with the program code, there is often a NeHe header or source file: ''NeHe basecode'' or something. Some people release games and demos stating they used the NeHe framework etc. Okay this is what i''m guessing it is until i''ve learnt C++ enough to fully understand it or unless someone gives me an explanation (hint hint ). I think it''s a bunch of code that makes the creation of applications using OpenGL a lot easier. Meh, i''m probably totally wrong. Anyway, when people create things with this NeHe basecode, are they allowed to do anything they want with their finished product? Thanks.

NeHe is short for Neon Helium, the alias of Jeff Molofee, the guy in charge of that site.
Chess is played by three people. Two people play the game; the third provides moral support for the pawns. The object of the game is to kill your opponent by flinging captured pieces at his head. Since the only piece that can be killed is a pawn, the two armies agree to meet in a pawn-infested area (or even a pawn shop) and kill as many pawns as possible in the crossfire. If the game goes on for an hour, one player may legally attempt to gouge out the other player's eyes with his King.
