What does the carrot symbol over to of vectors mean?
i believe that means ''the absolute value of'' r ts known as a vector ''prime''?

Actually the carrot symbol stands for a unit vector. A unit vector is a vector divided by its magnitude. Hence the magnitude of a unit vector is one, but still maintains the direction. Unit vectors are useful for breaking down a vector into components such that the vector can be easily expressed in a coordinate system such as the cartesian system (x, y, z).
There is no carrot symbol.
The caret symbol, however, indicates a unit vector.
