Ok, I may be way off here recommending someone NOT to buy a book that I have not read, but I do have this authors book on Java-programming, and I have to say that I have never read a book with such boooooring style of writing. He put me to sleep after the firtst two paragraphs. And when I stopped reading it and started using it as a reference, it turned out to be a bad reference-book too, since it explains things in the worst manner ever. Tell you what - definitely read the sample-chapters on amazon before buying this one, just to make sure.

Anyway, since youre a beginner I would do what most people do - read the SAMS Teach Yourself C++ in 21 Days.

Good luck

“Beware the leader who bangs the drums of war in order to whip the citizenry into a patriotic fervor, for patriotism is indeed a double-edged sword. It both emboldens the blood, just as it narrows the mind. And when the drums of war have reached a fever pitch and the blood boils with hate and the mind has closed, the leader will have no need in seizing the rights of the citizenry. Rather, the citizenry, infused with fear and blinded by patriotism, will offer up all of their rights unto the leader and gladly so. How do I know? For this is what I have done.
And I am Caesar.”

------------------------Why of course the people don’t want war. ... That is understood. But after all it is the leaders of the country who determine the policy, and it is always a simple matter to drag the people along, whether it is a democracy, or a fascist dictatorship, or a parliament, or a communist dictatorship ...Voice or no voice, the people can always be brought to the bidding of the leaders. That is easy. All you have to do is to tell them they are being attacked, and denounce the pacifists for lack of patriotism and exposing the country to danger. It works the same in any country. C++ is just the language.

Visual C++ is a developers tool from microsoft that you use to write your C++ code into, compile the code, debug it, and so on. Most people seem to use this tool, but it costs money. There are free ones that are almost as good, unless you are a professional programmer. Borland, for instance.

Im not really sure, but perhaps it is best to focus on the language in the beginning.

C++ Primer Plus by Stephen Prate is good for beginners.

Thinking in C++ by Bruce Eckel is also a good one - you can download the ebook free. Go to www.mindview.net and go under the books section. Navigate around and you can find the C++ download link.
