Hello,
i am a hobby developer, but i need to have some program to make 2D characters, for a game i am trying to make.
anyone with anysuggestions? (cheap as possible - since this is just a hobby)

Gimp (www.gimp.org) is free and is a fairly powerful image manipulation program.
With enough practice u can do that in ms paint, u if got some cash to blow try paintshop pro, or better yet photoshop elements

Just download Paint shop pro 7 , its fairly powerful ... then u can crack it and hae the full version. Dont say i told u though

This kind of question gets asked often enough that it should be in the FAQ (hey, Mod...)
Before anyone can answer this question well, they need more info.
Things like, what sort of art skills do you already have?
If you don''t have any skills you can either create some poor quality stuff, spend a good chunk of effort and time getting the skills, or buy a proggy based on pre-created artwork (Poser, for ex)
If you are good at hand sketching, then a 2d package might be enough
If you are good at sculpting or 3d graphics already, try Blender (free) or some of the cheaper 3d modellers ($200-500 typically)
How detailed will the graphics be? How realistic? How large?
If you are creating 16x16 256 color sprites, you can get away with MSPaint, though something like GIMP would be better.
If you want 64x120 32 bit sprites with lots of detail (roughly Diablo) then MSPaint isn''t going to cut it.
For a given figure, roughly how many frames of animation do you expect to produce?
Number of directions * number of frames per action * number of actions. If this is very large, consider going with pre-rendered 3d. What you spend in modelling is made up with rapid rendering.
