It's pure evil, at least when i tried (very unsuccesfully) to use it. Overall, it's a program to manage files (that is source files and the like for whatever project you're working on), but you would only really need it if you were working with a largish team of other programmers.

I actually use it all the time (mostly because I am lazy) It allows me to work on a file and change somthing to test it out and if I totally screw somthing up in the process I can just revert back to my working file. I know before I start programming I could just back up all my files I''m working with but that''s time consuming.

As for what it is... It is version control software it allows you to "check out" a file so you can change it and if you are happy with the changes you can "check in" the file. It can also be used on big projects so people have access to your source code to see what you are doing but are not allowed to change it.
