So to answer this. I think you confuse revenue with profits. In the above example there is $12 million revenue and for a price that low you won''t earn a lot. If the publisher used, say, $7 mill. on that title and some money goes to the retail-sales man, some for sales tax then it leaves very little left except for paying for the expenses. So neither developer nor publisher will get any significant amount of money in your example. If, however, they could sell, say 1.000.000 copies they would both become rich.
