I''m trying to create an invironment for a game like GTA 3/Shenmue 2, any ideas on what program would be best???

If you''re just creating the art you might want to use 3DS MAX (expensive) or Maya (also expensive). But if you don''t know about these programs then you are probably setting your sights too high for the moment. Start smaller.

Creating environments can be difficult in a modeler. Why not use a little program someone I know made that makes maps in the style of worldcraft and exports them as .x. The program is called Cartography shop; I think you will like it. It snaps all sizing to a grid, auto UV mapping, makes lightmaps, and a few more things I cant remember.
The program is $40 and I think its worth it, it can save you loads of time.
