Graphics for TopDown 45 degree

Hi! Together with a couple of friends I am developing a RPG game with the Diablo II concept. the game is going to be viewed from top in 45 degrees, like in Diablo II etc... The problem we have is that none of us is a really good artist. Hence as usuall, it all ends up on me ><. I am to make the background as bmp files. This is what will become the ground on which the character walks. The problem is that when it somes to places where the ground goes higher (like upwards a mountainroad) it looks very wierdo ><, since we are not using any 3d. (only bitmaps, as i said) I have no problems with the characters, trees, bushes or the architecture etc... witch i make in 3ds max. (This is since they are not so big, thus without any deapth...) Plz I would be greatfull if someone experienced could tell me how he made the nature (enviroment, mainly ground and mountains) for his game.
well its probably going to be unnecissarily hard to do it with all 2d bitmaps, why doesnt he just use heightmapped terrain? and then have topdown bitmaps as tiles in the terrain (ie a grass tile, a road tile, a road to grass tile)

i think that would be a ton easier.

Tactics ogre has "mountains" and such (iso perspective, as well), and that game is 2D... why does it look weird for you, exactly?
